  Since the middle of last month, the villagers’ homes in Baziqiao Village, Yexie Town, Songjiang District, have begun to smell, and some villagers have also experienced discomfort such as dizziness and vomiting.

  For the sake of safety, the seven most seriously affected villagers were resettled by the Yexie Town Government to live in the nearby Zhang Ze Town Hotel. What puzzles everyone is that most of the surrounding areas are farmland. Where does this smell come from? After investigation by Songjiang District Environmental Protection Bureau, it was found that the smell was emitted from a reclaimed enterprise land.

  Now it is in the core area with the strongest stench, and in the soil covered by rain film, the soil color is white and yellow and mixed with non-degradable plastic bottles. The whole range blocked by colorful flags behind me stinks, and the downdraft not far away is a residential area.

  After sampling and testing the soil and groundwater on site, the environmental protection department found that the data were seriously exceeded.

  Xu Rong, director of Songjiang District Environmental Protection Bureau, said that the water does contain dichloromethane, which exceeds the standard by 1,240 times and its toluene by 9.8 times. They also monitored the air, and dichloromethane in the air exceeded the standard by 40 times. Toluene exceeded the standard by 15 times.

  According to reports, this land used to open some small private workshops.

  Ding Zhong, secretary of the village committee of Baziqiao Village, said that it was originally the second chicken farm in Zhang Ze Town, and this chicken farm was probably stopped in the early 1990s. It has been 20 years since the local government leased it to a private enterprise to set up a factory. Some are small processing plants and sewing machine processing plants.

  Will it be a legacy of these small private workshops? The environmental protection engineer who participated in the land pollution survey said that it was initially determined that the pollutants were oily organic compounds.

  The reporter found that "Shanghai Yuhong Oil Products Co., Ltd.", which is separated from the polluted land by a wall, is an oil storage base. So, could it be that this enterprise has stolen or leaked oil? After investigation by the environmental protection department, no evidence of direct evasion was found. The villagers are worried that the polluted groundwater will affect their farmland.

  Residents nearby said that (the vegetables planted) should be sold for others to eat, and they were worried that they would get sick after eating them.

  On May 28th this year, the State Council issued the Action Plan for Prevention and Control of Soil Pollution, referred to as "Soil Ten Articles" for short. Article 7 stipulates that according to the principle of "whoever pollutes will treat it", the unit or individual that caused the soil pollution should bear the main responsibility for treatment and restoration. However, what is embarrassing is that the land like Yexie Town has been polluted. It is estimated that the treatment may take several years and the cost will be millions. However, it is obviously too late to treat and repair it after the culprit is identified. Therefore, the town government can only undertake the governance and restoration work first. At present, the relevant departments have built a greenhouse the size of a football field on the polluted land to purify and filter the irritating gas before discharging it. The soil remediation plan is also under review and is expected to be introduced one month later.

  Huang Zhongming, chief engineer of Shanghai Textile Energy Conservation and Environmental Protection Center, said that they may solidify and stabilize it and fix it in one place to reduce its toxicity. On the other hand, it may be ectopic (repair), that is, dig it away. Fill in the new qualified soil again.

  The environmental protection department said that the accountability for the incident will not stop, and an in-depth investigation is currently being conducted on the oil residue treatment of Yuhong Oil Company.

  Xu Rong, director of Songjiang District Environmental Protection Bureau, told reporters that they also collected soil in the enterprise. Well drilling and groundwater extraction were also carried out. If the pollution factor matches, it can’t get away with it. If it doesn’t match, they will find something else. Will it be buried by others, or stolen or buried? In addition, according to the seriousness of the pollution situation, they will hand it over to the public security for accountability.

  I hope that the culprit of soil pollution in Yexie Town can be arrested as soon as possible. In fact, compared with air and water pollution, soil pollution is more hidden, and its remediation cycle is longer, more difficult and more costly. With the release of the State Council’s "Ten Articles of Soil", Shanghai will also strive to introduce specific implementation plans within this year. By then, the city will carry out a detailed investigation on the soil environment. On the basis of finding out the family background, on the one hand, it will control soil pollution from the source, on the other hand, it will focus on the reuse of industrial land, formulate standards and promote soil remediation.
