Emergency Management Department: The national comprehensive fire rescue team still maintains 24-hour on-site preparation.

Cctv newsOn January 22nd, the State Council Press Office held a press conference on the reform and operation of the Emergency Management Department since its establishment. In response to a reporter’s question, Liu Kehui, head of the Education and Training Department of the Emergency Management Department, said that we should work hard to find a new way that conforms to China’s national conditions and has the professional characteristics of fire rescue.

The original public security fire brigade and the Armed Police Forest Corps collectively retired from active service and formed a national comprehensive fire rescue team. This is a major strategic deployment made by the CPC Central Committee with the Supreme Leader as the core to adapt to the modernization of the national governance system and governance capacity, focusing on the characteristics of frequent disasters and accidents in China, and building an emergency response capability system in the new era. The CPC Central Committee and the State Council attached great importance to the formation of a national comprehensive fire rescue team, and the General Secretary of the Supreme Leader personally examined and approved the team’s flag, team emblem, team uniform and oath. On November 9, last year, the team was personally awarded the flag and gave a training speech in the Great Hall of the People, which pointed out the direction of the team building and provided a fundamental follow-up.

Up to now, the work of identity change, title change, including job rank change has been completed. There are 44,000 fire emergency rescue vehicles, and the special number plates have been changed.

China Fire and Rescue College has been established, and the recruitment of the first batch of firefighters will be carried out soon. This time, 30,000 people were recruited, including 18,000 people for the society, and more than 10,000 conscripts retired from the public security fire brigade and the Armed Police Forest Force were recruited through the through train.

Special supporting documents of job rank sequence have been issued one after another, and the team has remained safe and stable, successfully achieving the goal of the central government to complete the transformation of the two troops by the end of December 2018.

After the transformation, the functions of the national comprehensive fire rescue team have changed. It was originally a response to a single disaster, and now it undertakes the comprehensive rescue responsibility of preventing and resolving major security risks and responding to various disasters and accidents. As the main force of the national emergency rescue and the national team, this team implements the system of unified leadership and hierarchical command, is built and managed according to the standards of the disciplined services, and still maintains 24-hour on-site preparation. In order to maintain the effective strength and combat effectiveness of this team, a special management and guarantee policy has been implemented, a job rank sequence conforming to its own characteristics has been adopted, and a special fire rescue rank system has been established.

In the whole process of reform, this team adhered to the positioning of the main force and the national team, and actively adapted to the task needs of all kinds of disasters and major emergencies. We vigorously promoted the transformation and upgrading of concepts, functions, capabilities and equipment, strengthened training and preparation, and successfully handled a series of major disaster accidents.

Practice has proved that the central government’s reform decision is completely correct.

In the next step, the task of building this team is still arduous. We should continue to deepen reform, improve supporting policies, improve institutional mechanisms, focus on building a distinctive education management model, a duty training model with actual combat traction, and a positive incentive talent training model, and vigorously strengthen the construction of key forces for emergency rescue. Through hard work, we will find a new way that conforms to China’s national conditions and has the professional characteristics of fire fighting and rescue.
